State and Local Cybersecurity Grant Program (SLCGP)
Through the Infrastructure Investment and Jobs Act (IIJA) of 2021, Congress established the State and Local Cybersecurity Improvement Act, which established the State and Local Cybersecurity Grant Program, appropriating $1 billion to be awarded over four years.
- Aiming to improve the security of critical infrastructure and resilience of community services, this four-year, $1 billion program enables DHS to make targeted cybersecurity investments in SLTT government agencies nationwide
- A designated State Administrative Agency (SAA) can apply as one entity or as part of a multi-entity group project
- FY 2023, $374.9 million is available with allocations set for each state and territory
- Targets: $200M in FY 2022, $400M in FY 2023, $300M in FY 2024, and $100M in FY 2025
- SAA must meet a 10% non-federal cost-share requirement; cost share or cost match is NOT required for multi-entity group projects
- SAA must pass through at least 80% of the funds awarded to local units of government
- 25% of the total state allocations must support rural entities
Sept. 30, 2023: Deadline for FY 2023
- Registration is required to apply and can take 4+ weeks to complete
- Cybersecurity Plan prepared for application, including vulnerability management, prioritization, and critical infrastructure protection
- 2+ SAAs may apply for joint projects, but must submit separate applications
